observer report on the Iraqi Kurdistan Region Parliamentary Election

On September 30, 2018, The Iraqi Kurdistan Region parliamentary elections were held to elect candidates to the 111 seats of parliament. Eleven of the 111 are allocated to the minorities. The entire process of the election was conducted by the Kurdistan High Electoral Commission (KHEC). The election took place in the four provinces of the KRG: (Erbil, Sulaimaniyah, Duhok, and Halabja.).
The legality framework of the process is derived from:
 Law number one of the KRG’s amended elections laws passed in 1992
- Law number 4 of 2014 election law specified to KHEC
 The procedures of the elections that are related to KHEC
The KIE observers monitored 598 stations in Sulaimaniyah province in accordance with the laws and guidance of KHEC. The observers on Election Day observed the election on the basis of four forms that contained 44 questions. The forms were the following:

●     Form number one was about opening the polling stations.
●     Form number two was about the process of the elections.
●     Form number three was about counting the votes.
●     Form number four was about irregularities or any other matter.
