Twenty three parliament members confirm the draft code on organizing public rallies and demonstrations

In an anticipation of the Legal Monitoring Committee of Kurdish Institute for Elections, KIE and the representatives of five other Civil Society Organizations, a cooperative work was arranged that resulted in formulatinga draft code of organizing public rallies and demonstrations.

The group visited Suleimany Office of Kurdistan Region Parliament-Iraq in15/10/2009. The purpose behind this visit was to submit the draft and let the parliament members examine its clauses and provisions and afterwards to be addressed and then ratified in the parliament sessions.

Thereafter, the draft code was confirmed by 23 parliament members and then was submitted to the Presidency of Kurdistan Parliament.

We are currently engaged in collecting as much as possible of confirmations by the Civil Society Organizations working in the area. In addition to our strives of making wider communications with the other parliament fractions and blocs in a hope we could put the project within the scope of the parliament's action plans hence to be addresses and then ratified.

We presently hear about public rallies in different places without havingany regulations or appropriate laws to protect the participants and ensure their safety.

Regarding the promotion of people's awareness about their rights and obligations towards arranging rallies and in order to engage ourselves in advocating the rights and freedom of the people as well as making equivalences between the rights of organizing rallies and the public safety systems, we determined to formulate this draft code.

It's worth remembering the dual efforts by the Ministry of Interior and the Ministry of Region for Interior Affairs in formulating a draft code and submitted it officially via the Councils of Ministers to the Kurdistan Parliament in17/9/2006. The draft was called "The Code Draft of Organizing Demonstrations and Public Rallies". Subsequently, many intellectual people, civil society activists and the human rights committee in the Parliament directed the draft several comments and reviews that resulted in falling back upon the draft by Kurdistan Regional Government to be amended and modified.

Finally, our current draft is a supplemental one to the pullout of the Ministers' draft.
