KIE Launches results of a Quantitative Research about Iraqi Kurdistan Decentralization

On  Jan 14, 2017, the KIE organization in the Titanic hotel in the city of Sulaymaniyah held its second panel under the title (to what extent has decentralization been implemented in the Iraqi Kurdistan region). In the panel 52 participants attended, the participants were interviewed prior the panel in preparing a report titled (Assessment of Decentralization in Iraqi Kurdistan Regional Government).

The panel participants, were, mayors, general administrators, members of the Sulaymaniyah and Halabja provincial councils, academics, and representatives of non-governmental organization partners of the National Endowment for democracy.

Moreover, the panel program was in three sessions as follows:

In the first session, Aram Jamal, the project manager of KIE introduced the contents of the qualitative research through a slide show. The main index and display research is the approval of the audience on the honesty and integrity of the transfer of their conversations during interviews without making any objection.

Second session: four of the guests from the target group (interviewee) discussed what they do at their administrations and how that connects to decentralization:

- Bakhtiar Abdul Rahman: the Mayor of the city of Sulaymaniyah.
- Noukhsha Nasih: the mayor of the city of Halabja.
- Amang kasas Jabari: the mayor of Chamchamal district.
- Anwar Taher: the vice Chairman of the Sulaymaniyah council province.
- Karmend Mahmoud: panel provider and member of KIE.

Third session: four of the guests from the target group (interviewee) discussed what they do at their administrations and how that connects to decentralization:

- Salar husamaddin: general administrator of electricity in the Sulaymaniyah province.
- Bahaaddin Ibrahim: general manager of the municipalities in the Sulaymaniyah province.
- Omer Muhammad: The general administrator of the Labour and Social affairs in the Sulaymaniyah province.
- Farhad Kadir: member of the Legal committee at the Sulaymaniyah provincial Council.
- Halsho Fattah: panel manager and member of KIE.

Furthermore, at the end of each panel, the participants engaged in a discussion on the topics of the panel.

This panel was a part of a project regarding "strengthening of relationship between citizens and legislature" organized by both the National Endowment for Democracy (NED) and Kurdish Institute for Elections (KIE).
